The new, 16th Census of India, will take place in two phases:

  • 1 October 2026 - for snow-bound and remote regions such as Ladakh, Jammu & Kashmir, Himachal Pradesh, and Uttarakhand

  • 1 March 2027 - rest of the country

The last census was held in 2011, whilst the next was to be held in 2021, but it had to be postponed due to the COVID-19 pandemic.

Importance of Census:

Census helps to get numerical and qualitative data regarding the country’s population.

It is a crucial source of demographic, social, and economic data.

This data is then useful for:

  • Determine Electoral Constituencies

  • Determine seats for SC / ST.

  • Planning and implementation of education, healthcare, welfare and infrastructure policies.

  • Understand trends in migration, urbanisation, employment and family structure.

How is the Census conducted?

People conducting the census:

  • 30 lakh enumerators, primarily school teachers

  • 1,20,000 functionaries at the district and sub-district levels who manage, oversee or support the Census work

  • 46,000 trainers required to conduct the training of enumerators

The process is carried out in two broad phases:

  1. House-listing and Housing Census: Every structure in the country is visited to record its characteristics like use of building (residential / commercial), materials used in construction, number of rooms, ownership status, access to amenities etc.

  2. Population Enumeration: Focuses on individual data: name, age, sex, date of birth, relationship to the head of household, marital status, education, occupation, religion, caste/tribe, disability status, and migration history.

What is new?

This would be the 1st caste census since 1931.

This would also be the 1st Digital Census of India:

  • online self-enumeration

  • use of mobile apps by enumerators - would reduce errors due to handwriting and lead to more standardised data

  • Use of GPS to avoid coverage gaps

  • near-real-time monitoring
